Temporary Occupation Licence (TOL) Fees and Charges

A TOL is a licence issued by Industrial Properties Department (IPD) for the temporary use of HDB’s land or properties, including the following purposes:

a. Space or land to erect structures or fixtures such as Automated Teller Machine (ATM), telephone booth, rooftop telco communication equipment and antenna, drink/ food vending machine, PUB surge tank, Outdoor Refreshment Area (ORA), etc;
b. Open space and/ or temporary use of carpark space for wayang, religious rites/ function, dinner and temporary worksite; and
c. Use of common space for erecting tentage/ container, Overnight Vehicle Parking (VPC), etc.

The fees chargeable for the various TOLs are similar to that of Singapore Land Authority’s (SLA) rates as shown in the table below. For more details, please refer to SLA’s TOL Table of Rates.

3	Temporary worksite	Based on existing SLA rate @ $2.10 psm pm (for outlying zones).
4	Temporary access including service road, footpath, etc.	Fee levied by SLA or @$120.00 per annum whichever is applicable.
5	Directional signs	Fee levied by SLA or @$120.00 per annum whichever is applicable.
6	ATM	Based on existing SLA’s rate @$880.00 per machine (for suburban zones).
7	Public phones	Based on existing SLA’s rate @$10.00 per phone pm or $120.00 per annum.
8	PUB surge tank	@ $120.00 per annum.
9	Wayang and religious functions (supported by grassroot leader)	Based on existing SLA’s rate @$50.00 per day (with dinner) and $25.00 per day (without dinner).
10	SCDF Public Warning System	@$120.00 per annum.

Notes :

a. Use of HDB’s land and common properties will be subjected to the availability and approval from IPD and other relevant authorities.
b. IPD reserves the right to vary the TOL rates at any time, on a case-by-case basis.
c. The TOL rates are on a per month basis, unless otherwise stated.
d. The TOL rates in this table are exclusive of GST.

There is no standard format for the application for TOL. You can email your application to ipdmail@hdb.gov.sg, stating clearly the location of TOL (with the use of a map or plan showing the actual location of the site required), total floor area required, the period and purpose of TOL.

For wayang and religious functions (supported by grassroot leader), your application must be attached with a letter from your representative Member of Parliament (MP) or grassroot leader.

A security deposit of $500 and $2,000 will be collected if the use of the TOL space is a non-turfed and turfed area respectively. This deposit will be refunded to the applicant after the expiry of TOL upon the return of land to IPD with the site being reinstated to its original condition up to the satisfaction of IPD.
