Renovating FAQ

Lodgement Terms and Conditions

L1 Installation of Air Cleaner (weight more than 35 kg)
I. Structural Requirements :
  1. The QP(ST) has to submit structural design calculations and detailed drawings. The weight of air cleaner, connection details, key structural elements and the steel members are to be indicated in the submitted unit layout plan.
  2. The air cleaner must not be suspended from the ceiling. It should be suspended from steel members spanning the existing RC elements (beam/column/wall) or supported by steel brackets fixed on RC beam/RC column/RC wall.
  3. Penetration of bolts/anchors shall not exceed 40mm into RC slab.
II. Other Requirements:
  1. The exhaust air shall be collected and treated with muffles and activated carbon to minimise noise and smell before discharge.
  2. Exhaust duct / Air cleaner shall not face nor block the window view of the neighbouring flat / block and shall not cause noise or heat nuisance.
  Note:
For kitchen exhaust duct, a consultation session with HDB is required before obtaining approval from the competent authorities.
L2 Installation of machineries/ equipment (individual weight more than 400 Kg)
I. Structural Requirements :
  1. The weight, location and the size of the Machineries / Equipment must be indicated in the submission;
  2. The QP(ST) has to produce calculation to show that the total uniformly distributed load of the Machineries /Equipment is less than the design imposed load of the existing floor slab. Otherwise the QP(ST) is required to design a concrete plinth or steel plate to spread out the load to less than the design imposed load of the existing floor slab. Alternatively, the QP(ST) may purchase the as-built structural drawings from HDB to carry out detailed check and submit calculations showing the structural adequacy of the existing structure due to the proposed work.
  3. The size of the proposed concrete plinth or steel plate is to be indicated clearly in the structural drawings.
  4. There must be no overloading of structure due to the proposed work
Note:
Self-weight of the proposed steel plate / concrete plinth should be considered in the calculation.
II. Other Requirements:
  1. Supports for the machines must have shock absorbers.
  2. RT / Lessee is responsible to abate any noise nuisance should they arise.
L3 Installation of portable grease trap (weight is more than 400 Kg inclusive of grease content)
I. Structural Requirements :
  1. The total operating weight (with content) and size of the portable grease trap must be indicated in the structural drawing.
  2. The QP(ST) has to produce calculation to show that the total uniformly distributed load of the Machineries /Equipment is less than the design imposed load of the existing floor slab. Otherwise the QP(ST) is required to design a concrete plinth or steel plate to spread out the load to less than the design imposed load of the existing floor slab and submit the calculations. Alternatively, the QP(ST) may purchase the as-built structural drawings from HDB to carry out detailed check and submit calculations showing the structural adequacy of the existing structure due to the proposed work.
  3. The size of the proposed concrete plinth or steel plate is to be indicated clearly in the structural drawings.
Note:
Tampering of structural elements ( eg. Slab opening ) is not allowed.
L4 Installation of Safe (more than 400 Kg inclusive of storage weight)
I. Structural Requirements :
  1. The weight, location and the size of the Safe must be indicated in the submission.
  2. The QP(ST) has to produce calculation to show that the total uniformly distributed load of the Safe is less than the design imposed load of the existing floor slab . Otherwise the QP(ST) is required to design a concrete plinth or steel plate to spread out the load to less than the design imposed load of the existing floor slab and submit the calculations. Alternatively, the QP(ST) may purchase the as-built structural drawings from HDB to carry out detailed check and submit calculations showing the structural adequacy of the existing structure due to the proposed work.
  3. The size of the proposed concrete plinth or steel plate is to be indicated clearly in the structural drawings.
Note:
  1. Self-weight of the steel plate / concrete plinth should be considered for the calculation of the imposed load.
  2. For safe with imposed load (self weight of safe and steel plate / concrete plinth) > designed imposed load of the floor, the QP(ST) is to design an independent foundation to support the safe and submit as a BP item via CORENET.
L5 Installation of air-conditioning system (without ductworks and at Non-Designated Area)
I. Structural Requirements :
  1. Each panel of brickwall can only allow a maximum 110kg of ACU to be mounted onto. The QP engaged by tenant/lessee is to relocate some of the ACUs to ensure that the total weight does not exceed 110kg on each brickwall panel
  2. To show in the structural drawings, the weight of the ACU, installation details ie type and size of bolts, penetration depth and spacing of bolts, weld size, steel bracket size and length/thickness of cantilever brackets
  3. To show new and existing ACUs to be carried by an existing beam or a single brickwall panel
  4. The location of the ACUs / FCUs must be clearly marked, labelled and indicated in the floor layout plan
  5. Refrigerant and discharge pipe must be indicated clearly on plan.No pipe is allowed to penetrate existing column /beam
  6. QP is to refer to Seventh Schedule of the Building Control Regulations or HDB InfoWEB for installation details of ACU with weight less than or equal to 110kg
  7. QP(ST) is to provide design calculations for the air-condensing bracket installation details which depart from the Seventh Schedule of the Building Control Act and Regulations (2004) (for ACU< or = 80kg) and HDB InfoWEB at www.hdb.gov.sg (for ACU < or = 110kg).
  8. For ACU resting on floor slab,QP engaged by the tenant/lessee is to produce calculation to show individual weight of the ACU is less than the existing imposed load of the floor slab, otherwise the QP is required to design a concrete plinth or steel plate to spread out the load to less than the existing imposed load
  9. The size of the proposed concrete plinth or steel plate is to be indicated clearly in the structural drawings
  10. Penetration of bolts/anchors shall not exceed 40mm into RC slab.
  11. Suspension of ACU from the ceiling, suspension of FCU with weight more than 35kg from the ceiling and Installation of ACU on canopy or refuse chute wall are not allowed.
  12. No hacking or coring to form recess and opening in existing structure member is allowed for embedment or running of any pipes.
II. Additional structural requirements for ACU resting on floor
  1. A minimum 500mm gap between the ACUs must be maintained and the drawing submitted shall indicate the size of the concrete stump or plinth for  supporting the ACUs.
  2. The QP(ST) has to produce calculation to show that the total uniformly distributed load of the ACU is less than the design imposed load of the existing floor slab. Otherwise the QP(ST) is required to design a concrete plinth or steel plate to spread out the load to less than the design imposed load of the existing floor slab and submit the calculations.
  3. The size of the proposed concrete plinth or steel plate is to be indicated clearly in the structural drawings.

Note:
Self-weight of the proposed steel plate / concrete plinth should be considered in the calculation.
III.

Additional structural requirements for FCU with weight more than 35kg

  1. The FCU should be suspended from steel members spanning the existing RC elements (beam/column/wall) or supported by steel brackets fixed on RC beam/RC column/RC wall.
  2. The QP (ST) has to submit structural design calculations for the installation details.
IV.

Other Requirements

  1. If the air-conditioner is to be installed on the exterior of the industrial unit or any part of the air conditioner projects outwards from the unit, the BCA trained installer must submit a copy of the "Self declaration for the installation of air conditioners" to IPD for record.
  2. The Lessee/ Registered Tenant is responsible to maintain the external wall surfaces free from stain.
  3. Approval must be obtained from IPD for installation of ACU at common area.
  4. Air-condensing units must be installed at least 2.4m from the ground level.
  5. All air-conditioners must be provided with proper drainage system for the condensed water to be located in the premises. The air conditioning must be maintained in proper working condition at all times so as not to cause any disturbance or nuisance to nearby occupants. Failures to do so will render the approval granted under Lodgement be revoked and the Lessee/RT will have to stop the use of such system.
  6. For premises that have more than 2 nos of ACUs, Lessee/Tenant & QP are required to incorporate preventive measures against possible heat nuisance in the design before installing the ACUs to minimise the effect of rising hot air. In the event of heat nuisance affecting to the nearby neighbours, Lessee/Tenant & QP are required to take immediate action to alleviate the heat nuisance or remove any excessive ACUs upon the instruction from the competent authorities. Failure to do so will render the approval granted under Lodgement to be revoked and the Lessee/RT will have to relocate the ACU system.
  7. Wall mounted installation must be within the existing recess area and should be screened off with aluminium louvred screen if there is more than one ACU.
V. Mechanical Electrical Requirements:
The installation shall comply with CP 13: Code of Practice for Mechanical Ventilation and Air-Conditioning in Buildings.
L6 Construction of internal Masonry Wall (excluding reinforced concrete element)
I.

Structural Requirements

  1. Indicate the type of wall and thickness of the brick/hollow blocks used for the erection of the new wall on plan and highlight in blue colour. (The maximum thickness of wall must not exceed 100mm)
  2. Indicate the stiffener details showing the type of bolts, size and penetration depth in the drawing if any.
  3. Indicate the lintol detail in the drawing if any, a 200mm deep RC lintol reinforced with 2 nos. of 13 mm diameter high yield steel bars with R6-150 links should be provided above any proposed opening (width of opening not more than 1200mm). This can be omitted if the doorframe abuts the soffit of the existing RC slab/beam.
  4. There must be no overloading of structure due to the proposed work

Other requirements

To obtain Clearance from the Fire Safety & Shelter Department (FSSD).

L7 Removal of internal Masonry Wall (excluding reinforced concrete element
I.

Structural Requirements

  1. Demolition of internal brick/internal block/lightweight panel wall is allowable up to the underside of the RC beam/slab only.
  2. Hacking of lightweight panel wall or block/brick wall should commence from top down.
  3. The lightweight panel (LWP) should be demolished in full panel [from joint to joint/top to bottom of a LWP panel ].
  4. To stop work immediately for any encounter of steel bar other than LWP panel during the course of demolition work and seek further clearance from HDB.
L8 Installation of hydraulic car hoist, car-o-liner without hacking of floor slab (for car workshop)
I.

Structural Requirements

  1. To submit the catalogues of car hoist, car-o-liner’s details.
  2. The weight and size of car hoist, car-o-liner must be indicated in the submission;
  3. The QP(ST) has to produce calculation to show that the total uniformly distributed load of the car hoist, car-o-liner is less than the design imposed load of the existing floor slab. Otherwise the QP(ST) is required to design a concrete plinth or steel plate to spread out the load to less than the design imposed load of the existing floor slab Alternatively, the QP(ST) may purchase the as-built structural drawings from HDB to carry out detailed check and submit calculations showing the structural adequacy of the existing structure due to the proposed work.
  4. The size of the proposed concrete plinth or steel plate is to be indicated clearly in the structural drawings.
  5. There must be no overloading of structure due to the proposed work

L9 Temporary Hacking of Parapet Wall ( for installation of machinery)
I.

Structural Requirements

  1. To indicate on plan the dimension of the parapet wall to be hacked
  2. The parapet wall and all affected works are to be reinstated to its original conditions. The reinstated reinforcements shall be equal to or greater size than the original and with adequate lapping between new and existing reinforcement
  3. To indicate clearly in the structural drawing the location of upstand beam if any and indicate that hacking of upstand beam is not allowed.
  4. Detailed method of statement on the demolitions is required to be indicated in the structural drawings.
  5. All new concrete grade cast shall be grade 40
  6. All disconnected, damaged and rusty reinforcement to be cleaned, welded and painted with primer before the casting of concrete.
  7. RT/QP shall be responsible for the rectification of any subsequent defects arising from the hacking and reinstatement of the parapet wall.
  8. Safety signs and barricades to be provided at ground floor and other locations to be decided by QP
L10 Installation of shelves/ racks (exceeding 3m high and 1.2m wide)
I.

Structural Requirements

  1. The weight (self weight of the rack plus the goods to be stored) and the dimension must be indicated in the drawing;
  2. Connection details (with type and size of bolts, bolt penetration depth etc) must be clearly indicated in the structural unit layout drawing.
  3. Must not exceed the allowable imposed floor load
II.

Other requirements:

If there is fire protection system in the unit, the storage rack and the stored material must have a clear space of minimum 1meter from the sprinkler heads.
L11 Installation of cold/chiller room
I.

Structural Requirements

  1. Total operating weight (self weight of cold/chiller room plus the goods to be stored) and the dimension must be indicated in the drawing;
  2. QP must submit the design of the proposed work and to ensure the total imposed load is less than existing floor imposed load otherwise steel base or rc plinth is required to be provided to spread out the load.
  3. Sufficient air gap (minimum 150 mm) must be provided between the cold/chiller room and the existing RC floor and wall structures, so as to prevent condensation on the surface of the RC structures.
  4. Provision of proper drainage and discharge to existing floor trap and
  5. Topping up of floor slab with Extruded Polystyrene Foam (EPF) is required;
II.

Other requirements:

  1. Provide a section across the cold / chiller rooms and show details of the material used for the wall insulation panel.
  2. Proper measures from the specialist must be in place to prevent water condensation which could affect the neighboring adjacent and below units.
  3. Tenant/QP will be responsible for any problem caused to adjacent unit pertaining to the operating of the cold/chiller room. To provide an undertaking letter to HDB, IPD, that the installation of cold / chiller rooms will not cause seepage / leakage through wall / floor to adjoining units.
