Lodgement Criteria and General Conditions
HDB lodgement scheme provides a faster processing of a list of Addition and Alteration works. A & A works under the scheme can commence immediately upon lodgement with HDB, except for works involving hacking which can only commence after 5 working days. HDB shall issue a stop work order by verbal or written instruction for any A & A works that may affect the structural integrity of the premises or building.
- The Lessee / Registered Tenant (RT) has to engage a Qualified Person to ensure no overloading of structure and be responsible for the proper installation, stability and safety of the works.
- All works have to be completed in accordance to the endorsed drawings and designed calculations, the conditions of the lodgement scheme, the Building Control Act and Fire Safety Regulations. A fresh proposal must be re-lodged if there is a deviation from the original proposal prior to construction.
- The Lessee / RT, Qualified Person / Contractor / Installer are responsible for the compliance with all the HDB conditions and Building Control Act and Regulations. Upon detection of non–compliance, HDB reserves the right to request the Lessee / RT, QP / Contractor / Installer to stop works or regularize the unauthorized works at his or her own expense.
- Lodgement is not allowed for Regulatory items or any A & A items, which cannot comply fully with the relevant code of practices, HDB conditions & requirements.
- For works that affect the structural integrity, QP shall endorse with the Professional Engineer (PE) stamp on the form SED 086C and submit to HDB.
- For works that involve the hacking of reinforced concrete, QP shall endorse with the Professional Engineer (PE) stamp on the form HDB-IPD-F1 and submit to HDB.
General Structural Conditions and Guidelines
- All existing structural elements are not allowed to be tampered with in the course of the works. For example:
- Hacking or coring through the existing RC structure member is not allowed for any pipes.
- All existing ground beams and foundations are not allowed to be hacked, etc.
- All demolition works must be endorsed and supervised by a Qualified Person (QP).
- Installation details for bolts, anchors, etc must be in accordance with the manufacturer’s specification.
- The concrete grade for new concreting work must be of minimum grade 40 except for inspection chamber and grease trap, where the grade shall be of minimum grade 30.
- The soil bearing capacity used in the design of the footing should not exceed 50 KN/m2, unless accompanied by soil investigation report that shows otherwise. The depth of the footing must be at least 1.5m below ground.
- Indicate details of the proposed installation for machinery, portable grease trap, safe and rack, if applicable, as follows:

- Floor layout plan and usage of all rooms/areas/compartment.
- Section and elevation views.
- Details of the proposed works, eg. the type of materials / construction / installations and pipings, if any.
- All existing approved works.
The drawings shall be endorsed by QP (ST) on the “Instruction to QP” with QP's structural calculations, if applicable.
