Renovating FAQ

General Terms and Conditions for Exemption Items

(I) General terms and conditions for Exemption items that do not require submission to HDB, viz:

  1. All existing structural elements ( eg  beams, slabs , columns, reinforced concrete wall, etc ) are not allowed to be hacked or tampered with in the course of the works;
  2. Installation of false ceiling, fan coils and other ceiling mounted installations, are not allowed to be suspended from the roof purlins;
  3. Any ceiling mounted installation or works, shall not be heavier than 35 kg;
  4. No enclosure of soil, waste and rainwater downpipes, is allowed;
  5. Noisy works, such as cutting of tiles, drilling, removal of floor/wall tiles, etc, are to be carried out with proper noise and dust control measures, and are also required to stop work immediately, if complaints are lodged by the affected neighbouring units;
  6. All debris should not be placed outside of the premises, and must be removed immediately from site daily, and disposed to approved designated dumping site/s;
  7. The Registered Tenant/Lessee, Qualified Person,/Contractor/approved trade Installer, will be responsible for the proper installation, stability and safety of the works.

(II) Specific A & A conditions for Exemption items that do not require submission to HDB, viz:


EXEMPTION TERMS AND CONDITIONS


   

SANITARY INSTALLATION

E1 Replacement/ addition of water pipes/water points
  1. Works shall comply with  National Environment Agency (NEA) requirements.
  2. Not applicable to water piping relating to fire fighting.
  3. No hacking of existing floor slab/structural members.
  4. Works shall be carried out by licensed plumber.
E2 Installation / Reposition of Sink / Wash Basin (with no enlargement or no creation of new opening)
  1. Works shall comply with  National Environment Agency (NEA) requirements.
  2. Water shall be discharged to existing floor trap(s).
  3. New sink/ wash basin shall be installed within existing wet areas.
  4. Existing outlets shall not be tampered or sealed.
  5. No hacking of structural members for embedding of pipes
  6. Conditions for embedding discharge pipes within floor finishes:
    1. Diameter of pipe shall not exceed 35mm.
    2. Overall thickness of floor finishes inclusive of pipe, cement screed and tiles shall not exceed 50mm.

CEILING AND FANS

E3 Installation of False Ceiling (where it does not result in non-compliance of automatic alarm )
  1. Existing fire fighting devices (if any) in the premises shall not be covered by the false ceiling or removed or tampered; and shall not  result in non-compliance with Fire Code.
    NOTE:For changes to the location and  installation of existing fire fighting devices,  clearance shall be obtained from FSSD.
  2. Material used  shall be non-combustible.
  3. The space above the false ceiling shall not be used for storage purposes.
  4. False ceiling shall have a minimum height clearance of 2.4m measured from the finished floor level to the underside of the false ceiling.
  5. False ceiling immediately adjoining the soil/ waste/ rainwater down pipe must be provided with an opening (minimum size of 1.2m X 1.2m) for maintenance purpose.
  6. No hacking of existing floor slab/structural members.
  7. The size of all fasteners used for fixing the false ceiling shall not exceed 6 mm diameter and the penetration bolts/anchors shall not exceed 40 mm into structural elements.
E4 Installation Of Ceiling Fan / Wall Fan
  1. No hacking on soffit of RC floor slab or other structural members.
  2. The weight of the fan suspended from ceiling shall not exceed 35kg.
  3. Fan shall have a minimum height clearance of 2.4m measured from the finished floor level.
  4. Penetration of the bolts/anchors shall not exceed 40mm into the structural elements.

DOORS/ GATES/ SHUTTERS/ WINDOWS

E5 Replacement of existing entrance / exit doors / internal doors (without enlargement or creation of new opening)
  1. Exemption applicable only to existing openings without enlargement or creation of new opening
  2. One to one replacement with the same door type, size, material & fire-rating.
  3. All exit doors shall be of minimum clear width of 850mm when opened.
  4. Sliding doors not allowed for entrance and exit doors.
E6 Installation of roller shutter/metal gates/ glass panels  to existing shop front/ entrance and exit doors(without enlargement or creation of new opening)
  1. Roller shutter
    1. Gearbox, if any shall be installed internally.
    2. Roller shutter/gate shall be kept open at all times when the premises is occupied (regardless of the number of exits)
    3. Shall comply with Fire Code requirement on use of roller shutter.
  2. Metal gates- folding gate/ collapsible gate/ sliding gate / swing gate
    1. Swing gates, where provided  shall not protrude into common access corridor.
E7 Replacement of existing windows (without enlargement or creation of new opening)
  1. Replacement windows shall follow  size and height of existing windows.
  2. Approved width of window panel
    1. Casement window - 500mm to 700mm per panel
    2. Sliding window - 500mm to 1200mm per panel
  3. Casement windows are not allowed along common corridor.
E8 Installation of window grilles
  1. Must be installed with no projection beyond the building facade
  2. Where windows/ openings are designated as fire fighting access, grille shall be openable.
E9 Sealing of louvred window at terrace workshops (for Office only)
  1. With lightweight materials or gypsum board in the office area when it is fully air-conditioned (only in mezzanine floor level in industrial terrace workshop)
  2. Sealing to be done internally
  3. Materials used must be non-combustible

FINISHES TO FLOOR AND WALL

E10 Laying / Replacement of Floor Finishes
  1. Total thickness of tiles( floor finishes) and screed must not exceed 50mm
  2. Existing R.C. slabs is not allowed to be hacked for construction of scupper drains
  3. Waterproofing should be provided to the wet area before laying of new floor tiles.
    1. The RT will pay cost of repairs and removal of excessive topping should any defects occur due to excessive topping
    2. For replacement of toilet floor tiles, the RT shall be responsible to make good any ceiling leakages to the lower floor unit, within one year upon the completion of the works
E11 Laying of wall tiles
  1. Replacement of existing wall tiles over RC surface
    1. Existing wall tiles can be removed using hammer and chisel only. No mechanical hacker is allowed to be used
    2. Spatter dash or equivalent must be applied to existing RC/ column surface to provide rough surface prior to wall tiles installation
    3. The thickness used must not exceed 13mm and the total thickness of the wall finish (wall tiles with mortar/screed) must not exceed 25mm<
  2. New wall tiles can be laid over existing wall tiles using adhesive method only.
    1. Only one additional layer is allowed to be laid
    2. Wall tiles can be laid using market product that can adhere to RC / plastered / tile finishes following manufacturer’s guidelines

SHELVES/ RACKS/ AIR CLEANER/ MACHINES/ GREASE TRAPS/ SAFE/ AIR-CON

E12 Installation of shelves/ racks
  1. Shall not exceed the allowable design imposed floor load.
  2. Dimension of shelves/ rack
    1. Height of shelves/ rack NOT more than 3.0 high
    2. Width NOT more than 1.2m
  3. Gross weight (self weight of rack and total weight of storage material) must not exceed 7.5 KN/m2
  4. Maintain unobstructed passageway of not less than 1.2m wide.
  5. Material stored must be non-combustible.
E13 Installation of Air Cleaner (weight is less than or equal to 35 kg)
  1. Air cleaner/ ducts shall not penetrate any structural member.
  2. Penetration of bolts/anchors shall not exceed 40mm into RC slab.
  3. The air cleaner shall not be suspended from the ceiling. It must be suspended from steel members spanning the existing RC elements (beam/column/wall) or supported by steel brackets fixed on RC beam/RC column/RC wall.
  4. Others
    1. To ensure that smoke and oil fumes are dispersed away from the residential units.
    2. The exhaust air shall be collected and treated with muffles and activated carbon to minimise noise and smell before discharge.
    3. Air cleaner shall not block the window view of the neighbouring flat and shall not cause nuisance.
Note: For kitchen exhaust system, Plan Submission via CORENET is required

E14 Installation of machineries / equipment (individual weight is less than or equal to 400 Kg)
  1. The total weight of the machineries or equipment shall NOT EXCEED 400 kg.
  2. All existing structures must not be tampered with in the course of the works.
  3. Shall not obstruct existing or approved 1.2m fire escape route.
  4. Shall not obstruct access to fire-fighting equipment (e.g. fire hosereel). Min. 600mm clearance.
  5. Provide suitable shock absorbers at the bases of the machines.
  6. Take immediate remedial measures to abate any noise and vibration if any arising from the operation of the machines.
E15 Installation of portable grease trap (individual weight is less or equal to 400 Kg inclusive of grease content)
  1. Grease trap must be portable type (excluding grease trap below ground).
  2. The total operating weight from the portable grease trap (self weight and the content weight when full) shall be less than 400kg or the design imposed load in KN/m2 of the structure.
  3. All existing structures must not be tampered with in the course of the works.
  4. Shall not obstruct existing or approved 1.2m fire escape route.
  5. Shall not obstruct fire-fighting equipment (e.g. fire hosereel). Min. 600mm clearance.
E16 Installation of Safe ( weigh less than or equal to 400 Kg inclusive of storage weight)
  1. The total weight of the safe should not exceed 400 kg.
  2. All existing structures must not be tampered with in the course of the works.
  3. Shall not obstruct existing or approved 1.2m fire escape route;
  4. Shall not obstruct fire-fighting equipment (e.g. fire hosereel). Min. 600mm clearance<
E17 Installation of spilt type air-conditioning system (without ductworks - when installing 2 condensing units or less per factory unit and with combined weight of less than or equal to 110 Kg)
  1. Permissible only within designated air-con platform or air-con service yard
    1. The total imposed load including weight of ACU, steel plate or concrete plinth shall NOT exceed 150 kg/m2.
    2. Exemption is applicable only for ACU is resting directly on the floor slab of the Service Yard.
    3. Installation of air-conditioning units shall be within the designated air-con platform or service yard;
  2. Outside unit’s premises (along common corridor)
    1. Not more than 2 condensing units per industrial units;
    2. Total combined weight of existing and new condensing unit shall be less than or equal to 110 Kg
    3. Installation at approved designated locations, to be confirmed with maintenance staff
    4. Maintain minimum height clearance of 2.4m along common corridor;
  3. Other conditions to comply for type (I) and type (II) installations:
    1. All existing structures must not be tampered with in the course of the works. Eg. No hacking or coring through the existing R C structure member is allowed for any pipes.
    2. Only stainless steel wall mounted supporting brackets are allowed
    3. If the air-conditioner is to be mounted on the exterior of the industrial unit or any part of the air-conditioner projects outwards from the unit:
      1. Installation shall be carried out by BCA’s Licensed Air-Conditioner Installer
      2. Submit a copy of the “Self Declaration for Installation of Air-Conditioners” to IPD for record,
    4. The RT is responsible for any noise/heat nuisance generated from air-conditioner/air-conditioning units caused to nearby occupants. The RT shall abate such nuisance should they arise, failing which the RT will have to relocate the installation such that no such nuisance will occurs or stop the use of such units (within the service yard);
    5. Window type unit is not allowed in view of the danger of falling object
    6. Condensation water should be properly discharged into the designated floor trap (if any) or to the nearest existing floor trap within the premises

SIGNBOARD AND RETRACTABLE AWNING<

E18 Installation of Signboard (at Designated Area)
  1. Designated locations
    1. above front entrance door - 600mm(H) X Width of shop(L)
    2. wall at shop front beside entrance door
    3. above rear entrance door

    NOTE:Signboard shall not be installed at the gable end wall, façade wall or parapet wall
  2. Size of signboard
    1. Above front entrance door
      • 600mm(H) X Width of shop(L)
      • or same size as existing vent
    2. Above rear entrance door
      • same size as existing vent, NOT more than 1sqm
  3. Signboard shall have minimum height clearance of 2.6m measured from the finished floor level to underside of signboard.
  4. Only 25% of the area of the signboard is allowed to be used as advertising signage directly related to approved trade
  5. Signboard shall be supported by beam, column or RC wall
  6. All anchor bolts, nuts, steel plates and brackets used must be corrosion free
  7. Applicant is required to seek clearance from Advertising & Licensing Unit of BCA regarding the requirement of licence for the advertising signage or if area of signboard exceeds 10 m2.
  8. Non-flicking lighting, Neon.
E19 Installation of retractable awning with cantilevered projection less than or equal to 3 M
  1. Install at the frontage of ground floor units only.
  2. Awning shall be fixed onto the beam/column/wall.
  3. No hacking of structural members.
  4. Retractable awning shall comply with ALL following conditions:
    1. Overall projection of the retractable awning ≤ 3 m from the external wall of the building,
    2. Minimum setback of 2.3m from the carriageway and maintaining a
    3. Minimum height clearance of 2.4m from the ground at all times.
  5. Material used must have at least  “Class 1” flamespread.
  6. Maintain the retractable awning in good condition at all times.
  7. Building Plan submission to FSSD is required.
