Setting Up A Workers Dormitory

If you intend to convert part of your factory premises for use as a workers' dormitory, you will need to obtain planning approval from Urban Redevelopment Authority (URA). [See URA’s revised guidelines dated 6 Dec 2010 for quick guide in submitting workers' dormitories applications.]

Conversion of factory premises to Ancillary or Secondary Workers’ Dormitories can be considered in HDB's leased land properties and tenanted semi-detached/detached factories.  

An Ancillary Workers' Dormitory houses the lessee's/tenants' on-site workers (ie. workers who are working at the factory). A Secondary Workers' Dormitory houses on-site and off-site workers (off-site workers do not work at the factory). Housing off-site workers is considered as Subletting where a Sublet Consent Fee shall be levied on the lessee/tenant. The subletting shall commence on the date of URA's approved Written Permission and end with the validity period of the Permission.

All building plans for the applications for new Ancillary and Secondary Workers' Dormitories or renewals of Written Permission are also subject to approvals from key agencies such as NEA, PUBSCDF and MOM

Before making any submission to the competent authorities through HDB via the CORENET e-Submission System, HDB's lessees/tenants are required to obtain HDB's prior clearance.
