For Tenancy
Eligibility
1. For new tenancies commencing on or after 1 Jan 2012, Registered Tenants can only assign their tenancies after completing the first term of tenancy.
2. Registered tenant (Assignor) must not be in rental arrears
3. Existing Addition and Alteration (A&A) works must be authorised.
4. Clearance of incoming tenant's (Assignee's) trade required from National Environment Agency (NEA) if trade is not indicated as non-pollutive via NEA's Industrial Allocation System; clearance from Agri-Food & Veterinary Authority of Singapore (AVA) and Health Sciences Authority (HSA) is required if trade involves processing of food and medicine respectively.
5. Assignee(s) is/are required to provide HDB with their personal credit report. The new requirements were highlighted on 26/03/2009 in Credit Assessment on new HDB's industrial tenants.
Rent & Benefits
- Rental is revised to prevailing market rent or to existing rent whichever is higher, if new tenant opts for 1, 2 or 3-year fresh term.
- Existing rent would not be revised if new tenant opts to take over the balance term.
- Rental rebates, relocation benefits eg ex-gratia, etc would not be extended to new tenant.
- No rent-free 'fitting-up' period is given to new tenant.

$200 (GST exclusive)
How To
- Complete E-Application Form (either within Member Services or without login).
- HDB informs you of in-principle approval via email

Assignee is required to submit via NEA's Industrial Allocation System if trade is not indicated as non-pollutive.
- Upon NEA's approval, HDB sends email and letter to both assignor & assignee to sign Termination Order & Tenancy Agreement at IPD Counter
Things to bring:
By Assignor- Letter of Authorisation for Partnership or Company's Resolution and company's stamp for Registered Company;
- Payment for administrative fee of $200 (GST exclusive);
- Payment for any outstanding amount owing to HDB.
By Assignee- Letter of Authorisation for Partnership or Company's Resolution and Deed of Guarantee;
- Photocopies of NRIC (front and back)/ Passport /Work Permit of all partners and persons authorized to sign on behalf of company;
- Payment for Stamp Fee;
- Payment for 1st month of rental, SC/CC and rental deposit;
- Approved letter from NEA (if required);
- GIRO form.
- The assignment is complete when the Termination Order / Tenancy Agreement has been signed. Please take note that the whole process may require 21 working days to complete.
